The gambling industry has been rapidly expanding, and now, with online gambling websites and casinos, it has reached beyond its limits in terms of standards and security. To ensure the safety of websites and to protect Australians from gambling harm, the Australian Communications and Media Authority (ACMA) has implemented several safety measures and self-exclusion programs under the National Consumer Protection Framework for Online Wagering and the Interactive Gambling Act 2001. The core initiative of it all is BetStop, which went live in August 2023.

You can know more about this national self-exclusion register and its exclusion rules from this BetStop self-exclusion guide.

What Is BetStop?

BetStop

BetStop is a national self-exclusion register of Australia that allows users to block themselves or self-exclude themselves from all Australian licensed online and phone wagering services. The time period ranges from a minimum of 3 months to a lifetime. You can register by following the verification process through phone or email and IDs like a Medicare card, a passport or a driver’s licence. Once registered, your personal details will be sent to all operators to prevent access. The licensed operators are required to close accounts, stop marketing materials, and refuse to open a new account immediately after registering. You can extend the self-exclusion at any time.

Who Can Use BetStop?

If you are an Australian resident, you are freely and securely eligible to use BetStop. This service will voluntarily exclude you from all kinds of interaction with wagering providers, including the online and telephone-based operators. The registration process will require individuals to be of legal age and able to provide valid personal details like full name, address, date of birth, and contact information.

The exclusion process allows self-registration only; users will not be able to register their family members or someone you know on their behalf. The register extends throughout the country; however, it does not apply to online casino games or other gambling services that are illegally provided in Australia.

Can You Cancel BetStop Early?

Yes, you can cancel your BetStop self-exclusion early, but not within the first 3 months of the self-exclusion period. After completing a minimum of 3 months, you can apply for removal from the register through your BetStop account. However, to cancel, you must complete a statutory declaration and confirm that you have received counselling or taken professional care regarding your decision.

Once the application is received and valid, there will be a mandatory 7-day cooling-off period before removal takes effect. During this time, you can reconsider your decision and withdraw your cancellation application. After removal, the operators will let you open a new account, as your previous accounts will be permanently removed.

What Is Self-Exclusion?

Self-exclusion is a free and voluntary process that lets you place a ban on yourself from gambling venues or online sites to control or stop harmful gambling behaviour. Users will be committed to set a period, and during this period, operators must restrict and block them from playing, receiving marketing messages and opening a new account. Several such self-exclusion programs exist in the case of licensed moneylenders in some regions.

Types of Self-Exclusion Methods

🌐
Online Self-Exclusion

BetStop is the national register to block access to all Australian licensed online wagering providers in one step.

🏢
Venue-Based Exclusion

Includes physical bans from casinos and clubs. Programs like “Crown PlaySafe” cover specific land-based locations.

📍
State-Specific Programs

Registers like the Victoria Self-Exclusion Register offer targeted protection within specific state jurisdictions.

💳
Financial Restrictions

Most Australian banks offer “Gambling Blocks” on debit/credit cards to prevent transactions at the source.

💻
Blocking Software

Tools like GamBan or NetNanny block gambling site access across all devices, including offshore platforms.

There are several types of self- exclusion methods, like the following:

  • Online self-exclusion: BestStop is a perfect example of online self-exclusion, where individuals would be blocked or have restricted access to licensed online and wagering platforms.
  • Venue-based self-exclusion: This involves self-excluding from physical gambling locations such as casinos, clubs, etc.
  • State-specific programs: Several states offer multiple self-exclusion programs, such as the Victoria Self-Exclusion Register.
  • Banking and financial restrictions: Banks will also restrict their customers from making transactions through credit and debit cards, preventing the funds from being used for online or in-person gambling.
  • Third-party blocking software: Some third-party applications or software can block access to gambling websites and apps across devices. These tools are more effective for unlicensed or international sites.

Support Services in Australia

Many states provide face-to-face and community-based programs that are often accessible through self-exclusion registration or local health services.

Conclusion

BetStop is an initiative by the Australian government that restricts wagering or betting accounts from placing a bet for a certain period of time. It is a self-exclusion service that solely depends on an individual’s will. Once you register, the operators will restrict you and stop sending you marketing messages. This initiative will ensure both the safety of the gambler and also preserve the authenticity and integrity of online casinos.

FAQ

Who runs BetStop?
Dataworks Group Limited operates BetStop — the National Self-Exclusion Register — on behalf of the ACMA. They are responsible for maintaining the registry that ensures all licensed Australian wagering providers block registered users from their services.
Can I block gambling sites from my bank account?
Yes. Most major Australian banks (including CBA, NAB, ANZ, and Westpac) offer “Gambling Locks” within their mobile apps. These features block transactions to merchant codes associated with gambling. Note that as of June 2024, credit cards and digital currencies are also legally banned for online wagering in Australia.
Will banks refund gambling losses?
Generally, no. Banks do not refund losses for authorized transactions. However, you may be eligible for a chargeback if a transaction was truly unauthorized (fraud) or if a licensed operator breached their own “Responsible Gambling” obligations or “BetStop” requirements by accepting your bet while you were self-excluded.
Does BetStop include casinos?
BetStop only covers licensed online and telephone wagering services. It does not cover in-person venues like RSL clubs, pubs (pokies), or land-based casinos (like Crown or The Star). Physical venues maintain their own separate state-based self-exclusion programs.
How much gambling is too much?
According to the Australian Lower-Risk Gambling Guidelines, to minimize harm you should: gamble no more than once a week, spend no more than 2% of your take-home pay, and use no more than two different types of gambling products.
